Recording, copying, photographing and rebroadcasting of court proceedings is prohibited by federal law. A violation of this prohibition may result in sanctions, including suspension of your license to practice before this court, referral to the state bar, denial of the right to appear by video or telephonically at future proceedings, criminal prosecution, contempt, denial of admission to future hearings, and any other sanctions deemed necessary by the Court.

Law and Motion Schedule: 
  1. Civil motions are generally heard on TUESDAYS at 9:30 a.m., in Courtroom 750 - 7th Floor of the Roybal Courthouse, but may be noticed for other dates/times with the prior approval of the Clerk. Criminal motions are scheduled as required.
  2. Discovery motions are to be scheduled before the magistrate judge absent an alternative directive from the assigned district court judge. Strict compliance with Local Rule 37-1, et seq. and discovery deadlines set by the assigned district court judge is required. Counsel should be mindful that the magistrate judge may not alter discovery cut-off deadlines set by the assigned district court judge.
Judge's Procedures: 
  1. If the parties in a civil action wish to have a protective order entered regarding discovery, the Court encourages the parties to adopt and use one of the preferred form orders (see below).
  2. Procedures for filing an ex parte application: Strict compliance with Local Rule 7-19 is required. A FILE STAMPED, mandatory chambers copy of the application and any opposition must be delivered directly to Judge Chooljian’s courtesy box located on the 12th Floor, directly outside of Suite 1200, of the Roybal Federal Building. Any opposition must be served and filed within one business day of the electronic filing of the application. The Court will notify parties if a hearing is desired. Please note that absent an emergency which is not of the moving party's own making, an ex parte application may not be used to obtain a ruling on a discovery dispute. See Mission Power Engineering Co. v. Continental Casualty Co., 883 F. Supp. 488, 492 (C.D. Cal. 1995).
  3. To request a continuance of any scheduled court proceeding, parties should submit a signed stipulation and proposed order. If it is necessary to file an ex parte application to request a continuance, the application must, in addition to complying with Local Rule 7-11 and paragraph 2 above, set forth the opposing counsel’s position.
  4. For general information on how to order a transcript of any reported or digitally recorded proceeding, please contact 213-894-3015 or visit the court website (www.cacd.uscourts.gov) section referring to Court Reporter/Recorder Transcripts. If you require an estimate of cost for the preparation of a transcript, contact the court reporter/recorder for the desired proceedings.
  5. Under Seal Documents - Counsel are ordered to follow the procedures outlined in L.R. 79-5.2.2 for Civil Cases. The "Guide to Electronically Filing Under Seal Documents in Civil Cases" is attached below.

CRIMINAL PROCEDURES

Criminal E-Filing Pilot Project Requirements: In accordance with General Order 19-01, Criminal Duty Matters Electronic Filing Pilot Project, counsel are directed to email documents to: [email protected]. Please note that this email address is for Criminal Document Duty Matters only and should not be used for any other purpose.

Additionally, the following practices must be followed:

  1. Emailed Chambers copies must include the CM/ECF header showing that the instant documents for signature have been e-filed. Phone number and email address of the agent who will swear out affidavits related to the criminal matter; and the name and phone number for the AUSA responsible for the documents must be included in the email.
  2. The subject line of the email must include the following information: The generic name, case number, title and date filed, as follows (example): USA v. Search Warrant - 2:22-mj-00023 - Application for a Search Warrant filed on 3/20/2012.
  3. Federal law enforcement agents and/or the U.S. Attorney’s Office shall advise chambers in advance of the anticipated submission of lengthy affidavits in support of warrants, criminal complaints, and other applications for the Court’s review by emailing [email protected].
  4. All warrants / criminal complaints will be attested by telephone pursuant to Rule 4.1 during the coronavirus outbreak.
  5. If counsel amends a document, they must promptly notify Chambers via e-mail at [email protected] and indicate where and why the document is being amended.
  6. Please ensure that Judge Chooljian’s name and correct date are on the documents.
  7. Once Chambers has reviewed criminal duty documents submitted via email, Judge Chooljian will contact the agent or officer directly via email or telephone to schedule a telephonic swearing out of the documents. Once documents have been electronically signed, Chambers will send a signed, electronic courtesy copy of the documents to the USAO and agent or officer included on the original submission email.
  8. Failure to comply with the above requirements may result in a delay in processing.
